Quorum Court Rejects Hiring Freeze

At the April 18th Quorum Court, Carroll County Prosecutor Tony Rogers emphatically tells the Quorum Court J.P.'s that implementing a hiring freeze is  "blatantly unconstitutional and the matter is black-letter law, you cannot do it...."

G.F. Scout Honored With Heroism Award

Last Saturday, April 11, 2009,  at our Boy Scout District Banquet, one of the Boy Scouts from Troop 173 in Green Forest received the Heroism Award for Lifesaving from the National Boy Scout Council.

 

The Scout is Mr. Clayton Watson. He is 13 years old and attends Green Forest Intermediate School. He has been a part of Troop 173 for a year and a half. He holds the rank of First Class Scout.

 

The event took place last year around August 5th at the junction of Kings River and Osage river near Berryville. The Watson family was swimming in the river along with some family friends. Clayton and his younger sister swam across the river, which was up from recent rains and running fairly swift, one of the family's friends swam in attempt to follow them across, she was 12 years old at the time. She made it to the middle and got exhausted trying to swim in the current. She went under once and yelled for help.

 

Clayton without hesitation jumped in and swam to the girl and was able to calm her down from panicking and helped her to tread water until more help could arrive to help her to the shore. Clayton had just recently earned the swimming merit badge from summer camp at Camp Orr near Jasper AR.

G.F. City Council Reaffirms Hours Ordinance

Janet Jones, Green Forest Alderperson, requested a special meeting of the City Council Thursday night to sponsor an Ordinance to re-affirm an older Ordinance, 7-24-03, exluding Sunday openings of establishments that sell beer.  A Green Forest tavern/pool hall owner had announced he would be opening his business Sunday's, which is now legal in Arkansas since March of this year.  The new Ordinance Jones sponsored is 2009-598.  The Green Forest Christian Community appealed to the council to enforce the current City Code excluding Sunday openings.

Berryville Mayor's Suspended Sentence Revoked

On Wednesday, April 15, Carroll County Prosecuting Attorney Tony Rogers, filed a petition to revoke the 30-day suspended sentence of Berryville Mayor Tim McKinney from a DWI charge that occurred in March of 2008.

 

McKinney had been given a suspended 30 day sentence for DWI and possession of a controlled substance from that 2008 first offense.    McKinney’s problems compounded March 18th, this year, when, just days short of his one-year probation, he was stopped in Washington County on DWI charges, second offense, and possession of a controlled substance, Second Offense.  He has a court date there later this month.

 

Rogers petition to the Eastern District Court Wednesday was for a "petition to revoke the suspended sentence and commit McKinney to the Carroll County Jail for 30 days".  The petition also ordered McKinney to pay the suspended portion of the fine, $700.

Green Forest Tavern Takes Advantage of New State Law

A new Arkansas state law that went into effect in early March gave the right for bars and taverns to open on Sunday.  Tom Lawrence owns the Brew and Cue on the Green Forest Square, and has for ten years.  Very few problems are ever reported from the business, according to Lawrence, and due to the economic conditions, opening on Sunday would help his bottom line. 

 

The Green Forest Christian Community, represented by several local pastors in Green Forest, is taking issue with Lawrence’s request to open on Sunday.  A lengthy discussion at the City Council meeting Monday night left the council asking City Attorney Brad Brown to check with the Attorney General and the Alcohol and Beverage Board about whether the City has a right to govern his Sunday hours by Ordinance.  Lawrence told the Mayor and Council, he “was opening for business Sunday”, with less hours than he is allowed now by law.  Brown told the Council he should have an opinion for them in the next day or so about the questions brought up at the meeting.

 

The council passed a Fair Credit Act, an Identity theft prevention program to comply with federal law.  Spring Clean up was designated to be Saturday, May 16th for G.F. residents.  Council passed a resolution declaring April as Child Abuse Prevention Month.  Council adjourned to Executive Session for personnel issues.


The Green Forest City Council will meet in special session Thursday, April 16, at 6pm to further discuss the city's options regarding allowing Lawrence to open on Sundays to sell beer.
